What's happening?
We are exploring a proposal from the Department for Energy and Mining (DEM) to install a community battery on community land, at Carol Martin Reserve, Blair Athol and lease this portion of land for up to 20 years
emPowering SA is a program of the Government of South Australia, in partnership with electricity retailer AGL. The program will deliver a fleet of 18 community batteries across the state, to directly benefit more than 10,000 South Australian government nominated households facing cost of living pressures. The project will also contribute to a cleaner and more resilient energy system.
We are seeking feedback on
- the proposal to install a community battery on community land, at Carol Martin Reserve, Blair Athol.
- an up to 20-year lease to the Minister for Energy and Mining on the portion of community land within the reserve (approximately 85 square metres) for operating and maintaining the community battery.

A report was presented to Council at the 11 November 2025 meeting.
What happens next?
At the conclusion of engagement activities we will collate and review the contributions. If material objections have been received that cannot be resolved a further report will be made to a future Council meeting.
