What's happening?
In February 2025 we sought community feedback on a proposal for a new lease for a portion of land belonging to the City of PAE at Stockade Botanical Park, Northfield.
Currently, the Minister for Emergency Services and Correctional Services (MESCS) sub-leases this portion of land to the South Australian State Emergency Service (SES) on a five-year renewable term. We’re now proposing to establish a 21-year lease to the MESCS, with the option of a mutually agreed right of renewal for a further 21 years.
The SES has been occupying this site for nearly thirty years, with the earliest recorded lease dating back to 2002. A long-term lease to the MESCS, who will continue to sublease the land to the SES, would help the SES to ensure operational stability so that they can continue to provide critical emergency response services to the community.
What are we proposing?
Under the terms of the proposal:
- The new lease would provide a 21-year agreement to the MESCS, with a mutually negotiated option for an additional 21 years.

What did we do?
We sent 95 personalised letters to allotment owners and surrounding residents outlining the proposal within the City of Port Adelaide Enfield.
A Public Notice was published in The Advertiser Newspaper outlining the proposal on 13 February 2025
The Public Notice & information pertaining to the proposal was published on Participate PAE, there were
- 113 individual views of the proposal
- 101 Visitors to the page regarding the proposal
- 3 contributions received through the Participate PAE , and
- 1 individual email response received
What did we hear?
Feedback was supportive of the proposed longer-term lease, with one respondent also posing some queries of a general leasing nature for which Council Administration provided responses.
It was recommended at the April 2025 Council meeting that Council support a 21-year lease with the option for a negotiated extension of a further 21 years. There are no substantial proposed changes to the current lease.
The rental fee will be a peppercorn rent, reflecting SES providing essential community services, and the lessee will assume responsibility for all building services and maintenance.
What are the next steps?
Negotiation has commenced for the new lease agreement with the Minister for Emergency Services and Correctional Services, with a sub-lease arrangement to be entered into with the South Australian State Emergency Service for a term of 21 years.
