  • What is the draft Social Infrastructure Plan?

    We’re planning upgrades to community centres, libraries and community halls to better support our growing community.

    The Social Infrastructure Plan describes actions how we will improve services and community buildings in the next 15 years.

Our Approach

Planning social infrastructure for local areas

Because communities across PAE are different, social infrastructure planning is based on four local precincts each with its own Action Plan.

Planning a social infrastructure network for the whole City

We’ve also planned for the whole city, to create a connected and fair spread of facilities across PAE. This includes a City-wide Action Plan.

Different types of actions

The draft Plan includes actions to improve how community buildings are used and, where needed, to improve or replace the buildings.

Why this is needed

Benefits of social infrastructure

Social infrastructure like libraries, halls and community centres helps people connect, learn and supports community wellbeing.

More community space is needed

The population of the City is growing and changing. This creates demand for more spaces, different spaces or different ways to use them.

Facilities need upgrades or replacement

Some Council facilities are reaching the end of their life or are not well located, so we need to plan upgrades or replacements.

Opportunity to plan for the future

PAE is planning for future needs, including community hubs that combine services, are convenient for residents and support long‑term sustainability.

Key focus areas

  • Increase the use of community halls.
  • Increase community access to halls and venues in schools and churches, as well as facilities owned by state government or private owners.
  • Explore how the community can influence the way our community facilities are run.
  • Increase community use of sporting clubrooms when they are not used for sport.

Improving how facilities are used

  • Collaborate with the community centres that are not operated by PAE to ensure programs respond to community needs and facilities are well used.
  • Review community and public transport routes and improve how easily people can travel to community facilities.
  • Review lease agreements with sporting clubs to encourage different uses of clubrooms.
  • Review how community facilities and sporting clubrooms are used and designed, and how this could increase space available for community activities.

Changes to community buildings

  • Youth-friendly facilities

    Ensure that existing facilities across the city have youth-friendly spaces, meeting their needs, with priority to the growing and younger populations of the Eastern and Enfield/Blair Athol precincts

  • More inclusive community spaces

    Redesign community centres to be more inclusive and provide spaces to meet community needs e.g. improved kitchens, outdoor cooking facilities, quiet areas, social spaces and activity spaces.

  • Improve safety, amenity and access

    Improve safety, amenity and disability access in community centres, particularly older buildings.

  • More flexible clubrooms

    Design new sporting clubrooms buildings to be more flexible and able to be used outside of sporting use.

  • Improve technology

    Improve technology in halls and venues for hire.

  • Explore spaces for larger events

    Explore opportunities for providing larger spaces suitable for cultural events, festivals and community celebrations.
