🟥Western Port Precinct

Why this is needed

More community space is needed
The PAE Western/Port precinct is expected to have the high population growth, with growing demand for spaces for learning, connection and activities.

Facilities need upgrades or replacement
Some facilities are small, approaching the end of their useful life or not in the right location for how they’re used.

Opportunity to plan for the future
Once-in-a-generation redevelopment in the Port Adelaide heritage precinct presents an opportunity to deliver a larger civic library and community hub that better meets community needs.


Precinct actions are in addition to city-wide actions. We will consult with you as we plan and implement these actions.

What we are planning

The BIG move
Develop a new community hub in the historic Port Civic Precinct to replace the Port Adelaide Library and provide more space for community activities and services.

Other key focus areas

  • Improve community facilities at Semaphore Road, the Port Centre, the Lefevre Precinct at Osborne.
  • Explore how Yitpi Yartapuultiku contributes to community facilities and services in the Western/Port Precinct and the wider City of PAE.
  • Improving how facilities are used
  • Explore ways to improve library access on the Lefevre Peninsula
  • Review the Taperoo Community Centre and how it is used.
  • Explore increased use of the Town Hall and the Port Adelaide civic precinct.

🟩Parks Precinct

Why this is needed

More community space is needed
The Parks precinct has fewer spaces for community activity compared to other parts of PAE, and the Parks Library site cannot be developed further to meet this current and future need.

Facilities need upgrades or replacement
Devon Park Hall is outdated, at the end of its useful life and in a poor location (in a residential area).


Precinct actions are in addition to city-wide actions. We will consult with you as we plan and implement these actions.

What we are planning

Provide a new community hall facility, increasing access to fit-for-purpose community spaces.

Other key focus areas
Increase resources for community development.

Improving how facilities are used
Develop partnerships with services around the Parks Library and increase community support.

🟨Enfield/Blair Athol Precinct

Why this is needed

More community space is needed

The Enfield Library is too small for the population and is in a poor location (at the back of a shopping centre).

Facilities need upgrades or replacement

Kilburn and Enfield community centres are older buildings and the Kilburn Community Centre is also in a poor location (in a residential area).


Precinct actions are in addition to city-wide actions. We will consult with you as we plan and implement these actions.

What we are planning

Replace the Enfield Library with a larger and fit-for-purpose facility.

Other key focus areas

  • Develop the new Enfield Library into a community hub with activity spaces as well as library services.
  • Improvements to the community centres at Enfield and Kilburn to meet community needs and provide more modern facilities.
Improving how facilities are used


  • Investigate providing a mobile library service.
  • Develop a stronger connection between Kilburn Community Hall and Kilburn Community Centre

    b) As the building reaches the end of its life, redevelop it at its current location, possibly by creating a community hub

🟦Eastern Precinct

Why this is needed

More community space is needed
The Eastern precinct is experiencing high population growth and increasing demand for space for learning, connection and community activities.

The Greenacres Library is too small for the population. There is also a need for a larger venue for community celebrations.

Facilities need upgrades or replacement
Some facilities are small, approaching the end of their useful life or not in the right location for how they’re used.


Precinct actions are in addition to city-wide actions. We will consult with you as we plan and implement these actions.

What we are planning

The BIG move
Provide a community hub that includes a larger library, community spaces and services to cater for population growth.

Other key focus areas
Increase community activity and meeting spaces, including the ability to have larger gatherings.

Improving how facilities are used
Review the management models and use of North East Community House and Wandana Community Centre, and explore the future of these facilities and services in the context of planning for the new community hub.

We will consult with you as we plan and implement these actions.

    Replace within the new Eastern Community Hub. Then close the library and sell the site.

    Develop the new community hub with a larger library, more activity spaces and meeting rooms.

  • Beefacres Community Hall
    Assess if upgrades or relocation is needed.

  • George Crawford Hall
    Review and develop a plan for its future, including options for relocation.

  • Klemzig Community Hall
    Maintain and improve in line with Council’s Asset Management Plans.
