2024 Community Survey has provided insights into the community’s experiences, satisfaction levels, and priorities.

  • Public toilets were rated as low satisfaction, but lower priority
  • Ensuring the availability of public toilets is important for nearly three quarters of residents (73%)
  • 37% express satisfaction with the current facilities despite being categorised as the ‘lower priority’

We engaged with stakeholders with lived experience of disability to inform the development of this plan.

  • ​Key priorities identified

    • Clear access routes – direct, unobstructed paths from parking areas & nearby facilities to toilet with minimal or no thresholds
    • Automated entry – doors & entrances automated wherever feasible
    • Unobstructed interior space – sanitary units should not interfere with space required for wheelchairs & mobility aids
    • Accessible fixtures – dispensers, hand towels and dryers to be positioned within easy reach, avoiding placement above sinks
    • Appropriate fittings – door hooks to be installed at accessible height
  • ​Consideration for Changing Places include

    • Improve accessibility & coverage – Provide Changing Places facilities equitably across the City, with 24/7 access where possible
    • Prioritise high-use locations – places beneficial to people with disabilities, including foreshore, event spaces, tourist locations, community hubs, & sporting precincts.
    • Demonstrate leadership – Council should take an advocacy role with developers to encourage the inclusion of Changing Places in major projects such as shopping centres & other high-traffic destinations

Our existing facilities

Council’s recent building condition audit provided a comprehensive assessment of the state of its public toilet facilities, providing valuable insights into their overall condition, functionality, and maintenance needs.

  • 77% of public toilet facilities are in excellent to good condition
  • 7% of public toilet facilities are in fair condition
  • 16% of amenity buildings are in poor to very poor condition

Our principles

In delivering this Public Toilet Plan, we are committed to upholding a set of guiding principles that will shape decision making, investment, and service delivery. These principles ensure that public toilets are planned, designed, maintained, and managed in a way that supports accessibility, community wellbeing, equity, sustainability, and long-term asset management, while reflecting the diverse needs of residents, visitors, and future growth of the city.

Design & standards

When planning new or upgraded public toilet facilities, we are guided by principles and standards that ensure they are safe, accessible, sustainable, and responsive to community needs. These principles consider general functionality and compliance, appropriate location, effective and inclusive design, and environmentally responsible practices, providing a framework for practical, welcoming, and fit-for-purpose facilities.

Consultation will be undertaken prior to the installation of any new public toilet. Residents and businesses located near the proposed site will be engaged to provide feedback on the proposed location and appearance before a final decision is made.

Consultation will also occur when Council is considering the removal or movement of a public toilet facility. Residents and businesses in close proximity will be asked for their feedback on the proposal before any action is taken.

  • ​New

    New public toilets will be installed in locations where there is currently no existing provision, but a demonstrated community need or service gap has been identified.

  • Upgrade

    Existing toilets that are appropriately located and in good structural condition that generally meet or could meet the Key Principles and Design Guidelines and Standards outlined in this plan will be upgraded as required. Upgrades will ensure that facilities are compliant with all current building standards, including Disability Standards 2010.

  • Replace (same location)

    Existing public toilets that cannot meet the Key Principles and Design Guidelines and Standards outlined in this plan should be replaced. When considering replacement, the suitability of the current location will be reviewed to ensure it continues to meet community needs and accessibility requirements. If a change is required consultation will be undertaken.

  • Replace (relocate)

    Existing public toilets that cannot meet the Key Principles, Design Guidelines & Standards outlined in this plan should be replaced. If a change is required consultation will be undertaken.

  • Remove

    Existing toilets that are in poor condition, poorly located, or no longer required should be decommissioned following community consultation. Depending on their condition, this may involve demolition or repurposing structurally sound buildings for alternative uses.
